Planning Consultant Bedfordshire

While development in the main commercial centres of Bedfordshire is encouraged, a planning consultant’s expertise may help a complex scheme progress through the planning process.

We examine just what skills planning consultants can bring to development schemes before showcasing some stunning projects masterminded by planning consultants in Bedfordshire.

Town planning: central Luton.

What do Planning Consultants Do?

Planning consultants’ specialist knowledge of the planning industry can often resolve problems with challenging schemes, saving time and money by providing the best options for achieving consent.

Planning consultants bring a range of strategic skills to the planning process, including:

  • Knowledge of relevant local planning authorities policies.
  • Knowledge of national planning policies
  • Familiarity with listed building matters and permitted development rights.
  • Compliance with regulations and safety standards.
  • Experience working with local council officers.
  • Project assessment.
  • Feasibility studies.
  • Preparation and submission of a planning application.
  • Negotiations with planning officers.
  • Representation at planning committee.
  • Planning appeals.

What value can planning consultants add to a project?

  • Technical expertise: knowledge of the latest building and engineering techniques and materials. They can also consider the long-term adaptability of a home, which can save the cost of future alterations.
  • Sustainability expertise: current understanding of renewable energy or other green technology.
  • Design skills: they can optimise the aesthetics and functionality of a scheme and make spatial calculations to maximise space.
  • Budget management and cost efficiencies.
  • Project management: planning consultants can minimise delays and keep a project on schedule by streamlining communications between the different craftsmen involved.

Bedfordshire and Development Management

There are plans to build around 25,000 new homes in the county by 2035. Bedfordshire County Council’s 2024 development plan focuses on sustainable growth while preserving the county’s natural beauty: the main aims are to deliver more affordable housing, enhance local infrastructure, and support economic development. The council promotes green infrastructure, sustainable transport, and careful planning to protect rural areas while meeting housing demand.

A key priority of town planning is ensuring that new projects are environmentally sustainable, focusing on green spaces and carbon reduction. The council is also focused on reducing the environmental impact of new developments, managing traffic congestion, and ensuring that infrastructure keeps pace with population growth.

Key areas earmarked for development include Bedford and Luton, where new housing and commercial projects are planned to boost the local economy. These areas will see a mix of residential and business developments, creating vibrant, sustainable communities. Two major development schemes in the pipeline include the East West Rail project, improving connectivity across Bedfordshire, and the Bedford Riverside North development, which will provide new homes, retail, and leisure spaces.

Five Planning Consultants in Bedfordshire

Phillips Planning Services Ltd.

This Bedford-based practice was established 20 years ago and provides town planning and urban design consultancy services, working for private and public sector clients on schemes including residential, commercial, industrial, leisure, agricultural, minerals and waste management, listed buildings and environmental projects. They specialise in town planning and listed building applications, appeals, site appraisals, and site promotion through the development plans process. Work ranges from master planning major projects to single plots and house extensions.

The former A5 Salvage Works, Hockliffe in the south Bedfordshire Green Belt, comprised a 2-hectare scrap yard. Central Bedfordshire Council encouraged the regeneration of the site to enable decontamination and restoration. Phillips Planning Services worked with Taylor and Co Architects to secure planning permission for 12 new houses, parking areas, gardens and paddocks.

J&J Design

This town planning consultancy has over 40 years of experience and offers planning services including planning applications, pre-application submissions, agricultural barn conversions, appeals, local plan representations and enforcement matters.  J&J Design clients include residential, commercial, agricultural, industrial and community and leisure projects.

This low-impact house in Buckinghamshire was granted permission on appeal. A retrospective planning application was refused, and an enforcement notice had been issued to demolish the building. The inspector concluded that on completion the building would achieve high levels of sustainability and the opportunity to create net gains in biodiversity; the impact of demolishing a carbon-neutral home was taken into account, and the enforcement appeals failed.

GC Planning Partnership

Established in 2007, Bedford-based GC Planning Partnership is a small planning consultancy run by chartered town planner Stephen Connell, a member of the Royal Town Planning Institute with over 20 years of experience in the public and private sectors. A full range of planning services are offered including planning applications, planning appeals, enforcement matters, certificates of lawfulness, planning appraisals, and architectural services.

DLP Planning Ltd

DLP Planning Ltd operates across eight locations, with its headquarters in Bedford, and provides town planning and development consultancy services to public and private sector clients. Specialisms include viability assessments, retirement living, Green Belt reviews, renewable energy and environmental impact assessment.

DLP Planning Ltd secured planning permission for 186 dwellings on this challenging site in Luton. After extensive pre-application discussions with the council, a planning application was submitted. The design, by  KMK Architects of London, comprised varying-sized residential units in five blocks between 3-5 storeys high, along with associated parking and landscaping.

Optimis Consulting

Optimis Consulting offers expertise in acquiring and disposing of development land along with planning services including viability appraisals, house building, urban and rural planning, architectural design and renewable energy. Clients include landowners, developers, businesses and community groups.

Retrospective planning permission and listed building consent were obtained for the retention of two additional holiday let units, a storage room, and three new windows after engagement with conservation and planning officers at St Albans City & District Council and Historic England. Optimis Consulting argued that the proposed changes would keep the whole site viable and contribute to the long-term conservation of the listed buildings.

Identify a Planning Consultancy in Bedfordshire to Suit Your Scheme

The first step is to contact a planning consultancy with a proven track record of success with similar schemes to yours. This will allow you to assess their projects and see if their approach will suit you. You might want to ensure that they have good relationships with the relevant local planning authorities and that they employ charted town planners who are members of the Royal Town Planning Institute.

Hiring planning consultants can maximise a development’s potential in many ways, including optimal design, cost efficiency and risk mitigation, resulting in a scheme that is aesthetically pleasing and practical for years ahead. Planning consultants’ specialist approach may well help your plans to successfully navigate the planning process.
