Planning Consultant Cambridgeshire

High demand for housing and development in Cambridgeshire may indicate opportunities for developers, but while the county council acknowledges the need to grow, it is prioritising sustainability and the environment.

Population growth across the county is fuelling the need for more homes, but the expansion of the fast-paced tech sector in the main city of Cambridge has created real challenges. With limited space for growth, the need to protect the environment, and concerns about water supply, the city faces difficult decisions.

Against this testing background, strategic advice from planning consultants could offer a development scheme the best chance of success.

Cambridgeshire’s Development Plan

Cambridgeshire County Council is prioritising the use of brownfield sites for development to balance growth and protect the environment, rural landscapes, and agricultural land. Cambridgeshire plans to build around 40,000 new homes by 2035, with a focus on sustainable and green development to safeguard the county’s beautiful landscapes while accommodating new residents.

Cambridgeshire County Council’s 2024 development plan aims to provide affordable housing, improve transport infrastructure, and support economic growth, particularly in the science and technology sectors.

New housing, business parks, and infrastructure projects are planned in Cambridge and Huntingdon to support local economies and communities. Two major development schemes in the pipeline are the North East Cambridge project, which will create new homes, offices, and amenities, and the Cambridge South Station project, improving rail connectivity and supporting future growth.

Cambridge

Often called the `Silicon Valley of the UK,’ the county town of Cambridge is home to many thriving technology companies and research institutions. This growth has brought immense economic benefits but also serious pressures on the city’s infrastructure and environment.

As Cambridge attracts more companies and skilled workers, the demand for housing, office space, and amenities has skyrocketed. However, the city’s historic character and Green Belt policies strictly limit where and how much new development is possible. Local authorities are keen to preserve the area’s beauty and heritage which means many new housing and commercial projects face hurdles in achieving approval.

Planning issues include the region’s water supply: along with East Anglia and the south east, Cambridge already faces water scarcity, and further growth exacerbates the problem. Water extraction from aquifers is at risk of becoming unsustainable, leading to concerns about how new homes and businesses will be adequately supplied. Alongside this are `nutrient neutrality’ regulations requiring new development to ensure it doesn’t allow excess nutrients like nitrogen or phosphorus to enter local waterways and damage ecosystems. Balancing development with these environmental constraints is proving difficult.

Engaging Planning Consultants

There are many reasons for working with planning consultants during the planning process, from seeking pre application advice to specialist help from heritage consultants. Chartered town planners will be experienced in planning law and can satisfy town planning regulations. Planning consultants will be familiar with the inner workings of the local planning department and national planning policy. Typically, they can carry out feasibility studies, prepare and submit planning applications, conduct negotiations with planning officers and handle planning appeals.

Schemes by Five Planning Consultancies in Cambridgeshire

Parker Planning Services

These independent chartered town planners can provide complete planning solutions for clients. Parker Planning Services has an in-house planning team and specialist consultants cover Cambridgeshire, Essex, Lincolnshire, and Suffolk, offering planning consultancy services, heritage consultancy, topographical and land surveys, archaeology consultancy, ecology surveys, flood risk and drainage advice, community engagement services and residential, commercial and rural planning advice.

Parker Planning Services achieved planning permission for the conversion of the Mercy nightclub in Norwich into a mixed development of commercial offices and residential apartments after providing consultancy services and submitting planning statements. SMG Architects designed and led the scheme which takes account of the building’s heritage. Using sustainable construction methods, the design reflects the building’s character and the surrounding conservation area.

Turley

Focusing on creating resilient, sustainable places that minimise environmental impacts, Turley has been employee-owned since 1996. Working across all sectors, services include planning, sustainability, heritage town planning and landscape work.

Turley worked with Pinewood Studios Ltd. to prepare an expansion scheme of over 1m sq. ft on a Green Belt site in Buckinghamshire. It’s anticipated that the scheme will create and protect around 3,100 jobs and provide £400m to the economy. Turley led an appeal against a refusal of planning permission and provided expert planning witness. The Secretary of State accepted the case for expansion after a six-week public inquiry. The development was allowed under a 10-year outline planning permission. Turley then worked with the studios on implementing the £200m scheme which includes outdoor film sets, stages, and four streetscapes.

Pegasus Group

Established in 2003, Pegasus Group can manage the entire planning process, providing advice on planning, design and environmental consultancy services, heritage consultancy, land and property. They have a Cambridge office and 12 others throughout the UK and work with private individuals, developers, landowners, and agricultural estates.

The client’s plans to build an extension to a grade II listed cottage within a conservation area in Farnborough and close to other listed buildings were opposed by the local authority conservation officer. Pegasus Group was engaged to advise and after an initial assessment, proposed an extension and acceptable alterations. A heritage assessment supported the planning application which was refused by the local authority, but at appeal, the planning inspector granted planning permission and listed building consent for the works.

Navigate Planning Ltd.

Based in Ely, Cambridgeshire, Navigate Planning offers planning advice across the east of England. It has a track record of achieving planning permissions for projects ranging from new homes and commercial schemes to heritage assets and listed buildings along with planning appeals and negotiations with local authorities.
